The defendants Sheng and Yu were husband and wife. In June 2016, the husband and wife registered and established a cleaning company in Zhangzhou, but the company has never carried out business activities. Later, the two men contracted the papermaking waste disposal business of more than 10 enterprises in Fuyang District of Hangzhou in the name of the company and at a lower price.
After investigation, Sheng and Yu have undertaken the above-mentioned business, and for the sake of profit, the two turned to sub-contract the business to Song (other case) and other people at a lower price, and together with Song, Hu (other case) and others. Arrange personnel and vehicles to transport paper waste from Hangzhou Fuyang to various locations within the territory of Zhangzhou for illegal dumping without any harmless treatment.
Although the above illegal dumping behavior was basically chosen to be secretly carried out at night, the dumping site was also selected in a remote, difficult-to-discover location such as a ravine or abandoned place, but it was eventually discovered and stopped by nearby villagers.
However, Sheng and others not only refused to stop, but continued to choose the land, and even after the environmental protection department received the report from the villagers, they did not stop the illegal dumping. After the public security organs filed the investigation, Shengmou and other suspects were arrested and brought to justice.

After identification, the paper-making waste residue illegally dumped by Sheng and others was harmful substances, totaling more than 27,000 tons, resulting in a loss of public and private property exceeding 9.8 million. After the incident, the companies involved have been taken corresponding measures and prepaid 6.8 million compensation.
The Changshan court held that the accused Sheng and Yu had illegally disposed of harmful substances, causing public and private losses of more than 9.8 million. The consequences were particularly serious, and their actions constituted a crime of environmental pollution. In the joint crime, Shengmou is the principal offender, Yumou is the accomplice, combined with other sentencing circumstances, and judging the case of Shengmou and Yumou pollution environment according to law.
