I. Overall quality of imported car safety seats for children in 2015
In 2015, the National Entry-Exit Inspection and Quarantine Agency implemented 1225 batches of imported child car seat inspections, with 385,000 pieces, amounting to US$44.583 million. The main import countries are Germany, Britain, Japan, the United States, France, Italy and other 18 countries or regions. From the perspective of imported product brands, there are more than 30 brands including STM, BRITAX, Recaro, Concord, BMW, Volvo, AUDI, etc. Most of these brands are highly recognized and can be divided into two categories. The entry-exit inspection and quarantine institutions implemented the inspection and supervision mode of on-site inspection and laboratory inspection for imported child car safety seats, including 1109 batches of on-site inspections, and found 219 batches of unqualified products, totaling 798.29 million US dollars, the batch failed. The rate was 19.7%; the sample was sent to the laboratory for batches of 92 batches, and the quality and safety unqualified batches were found to be 4 batches, and the batch failure rate was 4.35%. Unqualified contents include unqualified marks, no Chinese signs or instructions for use, unsatisfactory combustion performance, and unsatisfactory dynamic tests.
2. Analysis of the reasons for the safety and quality of imported car safety seat products
(1) The problem of product identification label is outstanding
According to the statistics of the whole year, one-fifth of the batches of imported children's car seat products have problems with the identification label, which is manifested in the absence of the Chinese manual, the label on the manual or the product label. The information does not meet the requirements of mandatory standards. The importance of the logo and manual for children's car seat products is different from other products. The logo and instructions are the only guiding basis for consumers to use the product. Improper installation and use may lead to serious safety hazards. There are many types of children's car seats in the market, and the corresponding children's groups and installation methods are not the same. Most ordinary consumers can't install them correctly without professional guidance, and they can't correctly distinguish different heights and weights. After being sold to China, traders have no right to speak to foreign child safety seat manufacturers and cannot restrict their production and labeling according to Chinese standards and regulations.
(2) Frequent issues such as compulsory certification

The reason for this kind of problem is that on the one hand, domestic importers have insufficient knowledge and understanding of compulsory certification, and believe that as long as there is a certificate, it is in line with the requirements; on the other hand, because the certification process is relatively expensive and has a good fortune. (3) Failure of safety projects should not be underestimated
From the laboratory test data, the situation of unqualified safety and environmental protection projects can not be underestimated. The reason for the analysis of the problem is that the importer has insufficient understanding of China's compulsory standards and regulations, and that products that meet the requirements of foreign standards necessarily meet the requirements of China's standards; on the other hand, because domestic importers blindly believe in the quality of foreign brands, In addition, the cost of product testing is relatively high, and it is seldom willing to take the initiative to test the quality of the product.
