Third-party payment platform management is confusing, and supervision needs to be strengthened

The investigation found that some third-party payment platforms are confusing in management. In order to expand the market, the account and transaction real-name system are not implemented, and the POS machine is spammed. The construction of individual third-party payment platform network systems is seriously lagging, and it is impossible to query the platform for accurate transaction information, merchants and traders. Identity, these are all opportunities for fraudsters.

In recent years, the central bank has repeatedly issued documents to regulate third-party payment platforms, including requiring third-party payment institutions to establish and improve customer identification mechanisms, adopt effective anti-money laundering measures, and limit payment and transfer amounts.

Many investigators said that after the Xu Yuyu case occurred last year, the Ministry of Public Security, the Central Bank, and the China Banking Regulatory Commission issued a number of measures, including the implementation of the real name system of bank cards, delays in transferring ATM machines to non-personal accounts, and the establishment of telecommunications by banks and public security organs. The rapid disposition mechanism of fraud and police, the rapid inquiry, the freezing of the funds involved, the return of the frozen funds involved in the case, etc., the number of fraudulent elements transferred through multi-level banks showed a downward trend.

However, at present, some third-party payment platforms do not implement strict account real-name system, and the amount of transfer of fraudulent gangs to third-party payment platforms through bank cards is not limited.

"It should be changed that individual third-party payment institutions should only consider expanding the market to ignore the trend of security, strengthen supervision, and force them to fulfill their supervisory responsibilities through the accountability mechanism.
